I can tell you that there's no conspiracy theory at work here. The Parliamentary Service just called me to say that the channel that covers proceedings within parliament had to go live with the national council of provinces meeting now also happening right at this moment.

The Parliamentary Service doesn't have a specific time yet for the broadcast of the SABC board appearance but tells me it will happen today still, and is looking at possibly starting the recorded broadcast at 18:00 today, Tuesday 23.
